In practical terms: you can hold and trade any realistic amount of penya directly. If a seller offers you Perin for Flyff Universe, they're either working from outdated information or selling for a different game entirely.
Farming works. Penya comes from grinding mobs, running dungeons, selling drops to NPCs and flipping items in private shops. The question is what your time is worth to you.
The honest split: farm if you enjoy the grind loop and have the hours. Buy if you've hit a gear wall, if you're trying to catch up on a server that has been running a while, or if a seasonal server is on a clock and you'd rather spend the limited window playing content than accumulating currency to play it with.
